David S. Byer trustee photo

David Byer is an experienced public policy and business executive in Washington, D.C., with a four-decade history of working across the public, nonprofit, and corporate sectors to improve education and workforce opportunity. David was a leader on the frontlines of the legislative movement that helped bring computer technology and the Internet into thousands of U.S. public schools and colleges, benefiting millions of students.

From 2000 to 2022, David led worldwide education advocacy at Apple, where he was responsible for managing the company’s U.S. and global education and workforce development policy efforts and strategic relationships with education, industry, and policy leaders. Prior to Apple, David served as executive director of the U.S. Web-Based Education Commission, a national commission authorized by Congress to develop federal and state policy recommendations to improve the use of and access to the Internet for learning. He earlier served as vice president of government affairs for the Software and Information Industry Association, and he held advocacy positions with the American Society for Training and Development, the National School Boards Association, and the National Association of College and University Business Officers. He began his career as an assistant to U.S. Senator Claiborne Pell of Rhode Island.

David has served on several education- and workforce-related boards, including the International Society for Technology in Education, Partnership for 21st Century Skills, and Workcred. He is a founder and former chair of the National Coalition for Technology in Education and Training and is currently a member of Sesame Workshop’s Joan Ganz Cooney Center board of directors.

David holds BA and MBA degrees from the George Washington University.
