Rachel Blum is a senior advisor for youth and workforce development. With over 25 years of international experience, she designs, evaluates, and provides training and technical assistance to programs that seek to integrate youth more effectively into markets.
Blum has worked in dozens of countries around the world on behalf of donors and international organizations, including serving as country director in two conflict-affected countries. Her publications span the topics of youth livelihoods and employment, entrepreneurship, workforce development systems, and youth inclusion in agro-food systems. Her research explores how systems thinking can contribute to improved youth employment outcomes. Blum is especially interested in solutions that collectively engage governments, the private sector, service providers, youth, and communities.
Blum holds an MBA from Georgetown University McDonough School of Business.
